1962 Johnson 18hp Starting & Running problems.. Please Help!!?

I just picked up a 18hp 1962 johnson for a $100, and that has been sitting for awhile, the guy i got it from said it ran when he stored it and also said he ran it out of fuel and fogged it, I have replaced the spark plugs, gas lines and rebuilt the carburetor. I have checked the spark and its nice and blue.and the carb is getting gas.

What happens is i will pull it with the choke on it will either back fire or run for a minute and stall, i checked one of the water jackets and it doesnt seem to be getting water so i'm guessing I will have to replace the impeller, does the motor need to run to push water into the water jakets or when i pull it over does it prime its self, cause it was getting hot so i stopped playing with it and figured i'd jump on here for help. I have played with the low idle and high idle screws, I know I have looked on here and went from 3/4 to 1 1/4 turns out and worked out from there by 1/4 turns untill it seemed to want to run, i do notice that the carb will drip gas out the front if I pull the choke to much but it will run off that gas and die and doesnt really want to run if choke isnt on, it almost seems like it isnt getting gas like it should or timing is off.I pulled the spark plugs and they are bone dry and doesnt seem to be flooded out, acutaily one looks like its not getting any gas its hard to tell?. As I look further into this I realize I need to do a lil more to this motor to make sure she isnt plugged up in the water jackets and replace the impeller. I just dont know where to start and what the problem may be, and i dont want to have to take it in and spend more $$ I like to learn new things.. hopefully im making sense, I'm a car guy and i'm new to boats. I'd first check compression and make sure that's ok. Backfiring indicates either crossed spark plug wires or a sheared flywheel key. Is it an actual backfire or just sneezing? The water pump needs to be submersed in water to start pumping - it is not self-priming, so don't run it on muffs.

Hey thank you for the reply! I had it submerged in a 55 gal drum from off the back of my boat, I did have muffs on it for 20 pulls with no firing, then put it in the drum, and started 1/4 turns on the low idle got it to fire, I'll look at the wires and compression then go from there, I really appreciate it!
