I have a 1961 Johnson RD SL23 outboard. Does anyone know the correct procedure to aligning the roller on the cam at the point where the throttle plate just begins to move

if you plan asking questions the best place to start in the Johnson service manual which covers everything you need for 20$ ...comes in white or red

I think the linkage that opens throttle plate has a cam bushing.----Look for it / find it and adjust as needed.

Sorry, that example is not correct for a RDS. Look for an upward pointing pointer on the intake manifold. The throttle butterfly should just barely be ready to start to open when the mark on the cam aligns with the pointer, NOT with the roller.

Note, the siding rod linkage on the side is a second adjustment that must be done, and the one that everyone gets screwed up.

What does correct look like on the Throttle Rod Linkage when Adjusted Properly? I have the Barrel Bolt positioned approximately 3/8" from the end with a 1/32" gap and Tightened

Try with 3/16" gap.----50 + years ago folks struggled with this adjustment.----Had one customer change this when he got his motor back from the AUTHORIZED shop.-----Caught him red faced in front of friends at the river a few days later.----Set it back to where it was supposed to be and scolded this individual.----Motor ran like when it left the shop again.
