1960 Evinrude 40 hp high speed problems????

Hi all. I was wondering if anyone had any info they could share with me about my motor. I have a 1960 40hp evinrude that runs great low end but when I advance the throttle to full power the motor only goes to about 1/8 of full speed. Both cylinders have spark, both have similar compression at 118 each. Carb has been gone through and cleaned as well as the part that I would assume is the fuel filter? Does this model of outboard need a specific type of tank or fuel line? Cant figure out the low top speed. Anything you can tell me will help. Thanks.

Check that as the stator advances it picks up the carb lever see if the carb opens all the way.

thanks, I will check that. Do you know if this motor needs to have a pressurized tank or not?

Should be a single line tank with a fuel pump. Maybe a bad fuel pump? If you pump the bulb will it run any faster?
