1960 40hp water pump replacement

Going through this big twin, replacing the water pump. Is there supposed to be a gasket between the pump housing and wear plate?

I do not believe so.---A thin bead of sealer maybe.

I noticed that the parts catalog lists housing and seal, but didn't find one. There was residue from some kind of brittle sealant under the wear plate.

Housing and seal means the impeller housing and the shaft seal in the top of it. No gaskets except some sort of gasket sealer under the plate--whatever you have on hand.
