If the low speed idle control has a linkage rod from the knob to the needle itself, remove the part connected to the needle. Turn it in clockwise until gently seated, and then turn out 1.5 turns and test from there, leaving the linkage disconnected until you get the low speed where you want it, and then reconnect. If it's a linkage system, you only have about 3/4 turn adjustment if you don't disconnect it, and you may be too lean, even when it's turned out until it stops (where the linkage makes it stop). If you cannot get rid of the lean sneeze even when turning out further (say 2.5 turns), something else is going on.. like low speed circuit in the carb is gummed, etc. I'm assuming good compression, spark, fresh fuel mix, solid fuel connections.
