Cleaned carb out an now have question. The choke selenoid is removed (broken, center rod comes out completly) no starter installed anyway). If I pull choke out then push.choke in, choke valve does not open. Closes fine. How far "open " should it go. It seems like something is missing. When engine ran (not very long have some other spark/timing issues im working on). Choke valve fluttered like it was being sucked open then sprung shut , very rapidly.Any ideas? I have a pic i can post later?

The linkages are slightly different when you switch from an electric to manual choke. Bellcrank I think it's called.

Choke return spring missing? The rod on the choke solenoid should pull all the way once the rubber boot is removed - that is normal.

The choke valve is is able to move free once manual choke is pushed in. Shouldnt that valve be wide open when choke is pushed in, allowing air to flow freely into carb?

Yes. I had the exact same issue when I removed the solenoid assembly from my 1960 18HP. Luckily I had another carburetor on hand which had the different bellcrank. I swapped the parts out...and all was fine.

Take a look at these two pictures......You can see that the linkage is different in the two applications. The electric choke version on the left is probably what you have now....

Both these pictures come from other posts on i-boats....

Ok thanks . I'll have to put the solenoid back, or find different bellcrank.

Ok, so the selenoid still works! Hooked it up to battery and cable/rod pulls in nicely. Installed on carb.fired it up in barrel, and after a few tweaks of carb settings, idle was great. It was pretty nice day today so i loaded up truck and took it to lake, 11' inflatable 2ppl gps 1921 mph. Didnt tighten needle valves so they would spin while motoring. Seemed to be pretty good. Pretty happy motor was given to me. Next paint !
