To get good advice you have to provide details. What year, hp, etc of your engine.
There are lots of people on here to give you good advice but they need the information so as to know what you have.
I just had a similar problem with a 59 Johnson seahorse 10 hp. I had a blockage in the water tube between the pump and the power head. I took the lower unit of and tried to push water up tube, no go, I took the thermostat housing off and tried to push water back down, no go. I had to take the lower off and the power head off and run a piece of wire down the tube then blew it out with air. For me it was easy as I'd already had the lower and the powerhead off so I knew the bolts and linkages were free.

If you are running in a barrel, make sure that the water level in the barrel is very high. Like right under the exhaust relief hole.

Water tube in grommet on top of water pump? Drive pin for impeller in place in driveshaft?
