hey if i move the high and slow nobs leaner or richer with little or no change to the engine while moving, are they stuck and not working or do they not have that much effect on the engine? thanks.

You may just be spinning the knob on the shaft. If the packing nut is too tight, the needle valve will not actually move. The knobs for the era OMC motor were/are notorious for wearing and slipping on the shaft.

if i wanted to reset them, after turning then in all the way in how far back out should they go?

high speed, roughly 3/4 turn from seated and low speed roughly 1 1/4 to 1 1/2 .fiinal addjustments best done in water under load.
