os there any particular reason why the instructions always seem to say that you adjust the high speed before the low speed needles. Thanks

All the fuel passes through the high speed jet, including idle fuel. The slow speed needle further tunes idle mixture and is only effective at idle throttle settings.

It also helps get the engine temp up and stabilized before adjusting the idle mixture
