I have a 1978 26' Reinell C26 boat with a single OMC Ford 302 engine at 190 HP. The boat only gets 13 mph; barely on plane. Is this a normal speed for a 190 HP engine in a 26' boat with a cabin, or is there something wrong?

I replaced spark plugs, wires, cap and rotor, fuel treatment with carb cleaner, etc. The carbn is an Edelbrock 4 bbl and tuned it per the Edelbrock web site.

The tach quit working, so I'm not sure how many RPM it's up to. Once it's reconnected how many RPM should I be looking for at WOT? Is 4,000 my goal?

I understand if it's over that my prop is too small and under might point to an oversized prop or engine problem.

The boat is kept at a marina, so I'm looking for things to do without pulling it out of the water.

As a last resort, what sort of performance gain would I expect if I dropped in a higher HP engine? I.e. how much faster might I get in a 260 HP or 300 HP?

Yep... clean the bottom but FIX the TACH right away, then check back in with this board when you know how many rpms you're doing at WOT.

The weight of your boat would also help..
