18 HP Mercury won't Idle

I have a 18 HP Mercury tiller steer SN#5955746 that will run at medium & high speeds but when dropped back to idle will just shut off. I have tried fresh fuel, sparks plugs, etc. I put a used carb on it that appeared to be in good shape (clean) with the same results. I believe this to be a 1982 model and parts are hard to come by. Any help would be greatly appreciated.<br />Also this is electric start with starter button on the tiller

You need to find a manuel and go thru the synchronize of the linkage it's hard o do with out a book and everbody likes to turn everthing that turns on one. the button on the end of the handle is a kill switch

The start button is in the middle of the tiller handle and that whats I was referring to. I did find out that the problem was a fuel filter that had a crack in it and the motor ran fine until to dropped back to idle and then it was sucking air and would shut off. I replaced the filter and everything works fine. laddieservice I appreciate you help. Thanks
