165 straight 6 Will not start :( please help

So I traded my bike for a 76 sea ray sierra. I got the boat and the out drive was off with the gimble bearing in half so I drilled out the bearing housing and installed a new one. Put a battery in the boat and replaced the ignition switch. She will not turn over, not even a sound from the starter. I used a screw driver to jump the two hot terminals on the started and all it will do is one solid hit and start to smoke. I do think I need to replace the relay, but is there something I should try to test if the starter is bad or is the engine seized?

Sounds like the engine is siezed. Pull the plugs and look for rust on the plugs, and see if you can turn the engine by hand. Also pull the drive and check the engine. If the drive is locked up it will keep the engine from turning.
