16' Sea Master transom replacement, materials and technique questions

When I pulled up my floor it was 1/2" plywood marked "underlayment" which to me is just exterior plywood. I'm wondering if my transom is the same material, its too far gone to tell.

Anyone used 2 layers of exterior plywood? If so, should I stagger the direction of the two sheets or would it matter (thinking the layers in the plywood are staggered anyway). Would you liquid nail or gorilla glue the two sheets together?

Any tips on pulling this thing out or replacing it? Mine will be coming out in a mess I'm sure.

1979 Sea Master here. I replaced the transom and staggered it since I was installing a 2011 90hp E-tec
