15HP Eska - access panel - what's it for?

A buddy of mine recently gave me a 1984 15HP Eska. I don't have a service manual (or much experience wrenching on outboards) and was wondering what the bolt under the access panel shown in the picture is for?

Just a guess its probably the clamp bolt for the shift rod.
If you move the shift it will likely move as well.
