150 intruder wot only 5000 rpm

I have 3 hours on my 95 150 60 degree intruder. It runs good except that the 17 inch pitch prop will top out at 5000 rpm 50 mph on a 19 foot 1900 lb center console. The carb plates are competley open. Why can't I get it up to 5800 rpm?

your engine set up and prop have to be right to get to the right rpm. i'm moving this to the prop forum.
