150 HP Johnson Ocean Pro cowl gasket

When I removed the cowl of my model year 2000 150HP Johnson OB this spring to re-commission her the rubber gasket that fits between the cowl and the base of the powerhead separated. When I looked at it closely I saw that it was torn in a few places. I ordered a new one from Evinrude online and got it last week. My questions are - does the gasket mount to the cowl or the base of the powerhead? I can't remember. Should I apply a sealant or should it just form fit? I just can't seem to get it to seat right. Any advice would be greatly appreciated - want to splash this weekend!

Rubber gasket -- on my 95 the gasket is inserted into a slot on the cowl - kind of a "b" shape. I dont think I've ever seen the gasket mounted to the pan on any model. It usually goes with the cowl.

Thanks. I have found some pictures on line that confirm that the seal mounts to the cowl - I'll keep after it!
