15 HP Johnson(about 15yrs old)decelerates

Son in law has this engine. It runs fine, plenty of power etc. Problem is,when cutting back on throttle, the motor instantly goes to almost idle speed, keeps running fine, and when cranked back on will immediately accelerate again and keep running fine. I don't think this is normal and it should decelerate smoothly. Can anybody give me any info on this problem, maybe fuel or electrial, or is it just old and wearing out? Any help/opinions appreciated. Thanks, Jim B.

I would check the carb linkage to see that it rides smoothly on the throttle cam. It will be an arm on top of the carb with a roller on it that rides a plate under the flywheel. Might be slipping off when you decelerate. Next check the gears on the tiller handle to make sure they mesh correctly. It sounds like a linkage issue to me. Good luck!
