15 HP Evinrude starting problems

I have a 1990 Evinrude 15hp that has been sitting (on the boat) in the back yard for 5 years. When I put it away, I put some fuel stabilizer in the fuel, ran it on the muffs and then disconnected the fuel hose and ran it out of gas.

So I brought it out and put fresh gas/oil in the tank and to my surprise it started fairly quickly. I ran it for a little bit, made sure it would idle and shut it off. I wanted to see if the raw water impeller would pump on it's own so I took of the muffs and put the lower unit in a garbage can full of water but it would not restart. Took out the plugs, they were a little wet, there was spark, cleaned the plugs but still no joy. I suspect I'll have to rebuild the carb but I wanted to check here 1st. Any ideas?

if the plugs are wet then you should be getting fuel at keast a little bit but after 5 years even stable is not going to help. So I would do what I do with all outboards I get into my shop start at the top and work your way down. you have spark so move on to compression do you have good compression. next is probably carb.
