15 HP 2 Stroke CDI box out?

I dropped off my 15 HP Mercury outboard at a local shop for repair. I explained to the shop that I had the motor running the day prior but once the motor was kicked into gear it bogged down and quit running. My first thought was the carb needed to be cleaned so that is the work I lined up with the shop. They also talked me into replacing the impellar. A few days later they called me back and said they had cleaned the carb and replaced the impellar but now they can not get the motor to start. They blaimed the issue on the CDI and told be it must have gone out. What are the chances of this actually happening and could they have done something to cause this new issue? I get the feeling that they may be trying to create extra work for themselves, but thought I would get a second opinon from this community.

The motor is a early 90's 15 HP, 2 stroke Mercury outboard (pull start)

Hmmm.... that doesn't sound skookum, Skookum. Those little switchboxes are pretty reliable, but of course, it could be. Here's how I'd play it- have the switchbox replaced, and when you pick up your repaired outboard, ask for the old parts back (don't ask beforehand). Take the outboard home, swap out the switchboxes and see what happens. If the old switchbox is dead, you have a reliable tech. If it proves to be operational, you've got him by the goolies.

Mine did fail 2 years ago, I was cruising back into the marina and it plain died, had to get towed in, no missing or sputtering, it just died. When I started testing components ever thing elese was fine and 250 later it was back on the slip.
