What is the boat rated for? Maybe you are simply overpowering it? Certainely you need to have a steady hand on the steering wheel. Small steering movements, and wait for the boat to settle. In my 16' Avenger (135HP), when I turn the wheel at high speed, the transom tail wags a bit. Maybe raising it up a bit on thetransom would help as well.

Read this article.....http://www.hydrostream.org/ArticleArchives/HullTech.htm Basically you need more seat time and a touch higher motor set up.
