130 hp honda rubber gasket or o-ring on lower unit

I have a 2001 Honda 130HP outboard and just noticed that the rubber gasket or o-ring about half way down on the lower unit is stretched out and no longer in the groove it was designed to be in. anyone have any idea if this is a problem or issue that I should be concerned about?
