115hp OMC Controls Question

I am starting a project that includes a 1983 Johnson 115hp V4. The controls are contained in a white box with a black handle.
There is a key switch, wiring harness plug, AND there is a 'knob' that you can dial in or out. What is this? The printing is worn off on the housing.

This is used, I assume, while cruising so the throttle does not drift faster or slower. Is this correct?

pretty much. i always keep my hand on the throttle, but helps with draw back. if you use it as a cruise type control, you need to use a kill lanyard. if an incident occured, you would want the engine to stop. if not the boat will continue at that speed, and turn into a circle, and come back and run over you.
