115hp Merc Throttle adjustment

I have a '77 bayliner w/ a '77 115hp Merc. Problem is when you run the throttle it has almost 90* of movement before the throttle start moving and can only get maybe 25% of throttle. I'm pretty sure the throttle isn't adjusted right. I am pretty new to boating and would like to get my first boat to have full power. If someone could explain this in plain english that would be awesome.

Scratch that, just looked into it further. At idle the butterflies just barely are open. at full throttle all the butterflies are fully open. i guess there is just a lot of play in the throttle cable.

Remember that the first third or so of throttle advance doesn't actually open up the carb butterflies. Instead is advances the timing, which is where the link and sync procedure becomes necessary
