1150 Merc Float problems

I am having trouble with the floats on my 76 1150 Tower of power
I have read everything on this forum i can find with no help
Here we go
I changed needle and seats
cleaned carbs
When I went to adjust needles by the manual the manual said 13/32" from base to top of needle arm, when I do this it
does not look like the diagram in the manual, the pic in the manual shows it to be parallel with the base, mine is at an angle
can someone help please
Also what is the little spring for on top of the float?

The spring is for holding the setting as fuel flow changes, are you setting the secondary lever measure from the cap (not the shoulder) and upside down. The primary to secondary lever measurement is 1/4" right side up - there has to be a spring in the float sticking up 3/32". I don't know which manual you're using but this setting is pretty standard.

Are you sure you have the correct inlet needles for your motor? Do they exactly match the old ones in length. Merc makes some that are 1/8 inch too long for your motor. Also, there is likely a copper gasket under the inlet seat. Make sure there is only one gasket, and not a left-over one.
