115 Yamaha won't start

Any help appreciated. My 115 Yamaha 4 stroke 2003 will not start. I pulled out of slip and it stalled and will not restart. I tried repeatedly to restart. Engine turns over and sounds like it wants to start but won't Fear I mayhave flooded but thought that was difficult w? 4 stroke. Ideas? Thanks.
(put in gas just in case, kill switch ok).

pull the hood off, while listening carefully at the port side of the engine have someone turn on the key.\
you should hear the pump whine for about 5 seconds.
then drain a sample from the VST and check it for water.
