115 opti with jet pump, neutral switch

When using a tiller on 2006 115 optimax with jet pump, what tells PCM that motor is in gear or neutral? The shift linkage and "Shift interrupt switch" are not actuated with forward reverse handle located on tiller. When connected to a Rinda Techmate DDT, motor shows "in gear" and does not change when moving shift lever but disconnecting one wire from "shift interrupt switch" changes to neutral. Not sure how this allows motor to start when PCM shows in gear. There must be a switch in tiller handle to prevent motor from starting but that is probably just in the starter circuit.
The reason I am asking is a problem with horn sounding at approx 3400rpm and if I continue it will set off guardian and cut power, problem is inconsistent.
The codes on Rinda DDT are
19 max rpm exceeded 5877rpm, in gear, 8 times
134 Abusive overspeed, at 3800rpm, neutral, 1 time
210 overspeed in neutral, 4000rpm, neutral, 34 times".
The code 210 is the one that I cannot figure out and was trying to see if it was a faulty neutral switch when I noticed that the tiller forward/reverse lever did not change the reading on DDT. The first two codes I can account for.

You are correct.....as the interrupt has nothing to do with it starting. The PCM will show in gear as it is....a jet is always pumping when running applying load to engine, the gate is your F<N<R.

Thanks for the reply Faztbullet, picked up some bullet connectors yesterday so I will be assembling motor today with a short jumper to bypass shift interrupt switch. I have to wait a month or two to put on water, currently buried in 3 ft of snow.
