115 Merc blowing by reed plate gasket

I have a OC216359 which runs well. The only thing is as it runs it starts to increase RPM then it blow out past the reed gasket on the block side of the reed plate. I have replaced the gaskets and torqued to spec. Only #2 cylinder does it. I figured the crank side has low pressure ? at idle but this pops pretty good then will run awhile before repeating the pop.

The engine layed on a pallet for 3 years prior to puting it into service.

The compression on #2 is 120#s.

My thoughts are the charge passage going to the intake ports is stopped up somewhat. Could that be the case?
