115 hp Ficht won't stay running

2000 Evinrude 115 hp Ficht, yes I know it is a crap motor, just trying to help my dad. Upon turning the key switch it runs for no more than three seconds and dies. I have done the following:

> Checked 10 amp fuse and power to it both are good.
> Checked power to fuel pump relay, it was good, replaced relay.
> Bypassed onboard fuel tank and fuel water separator (onboard).
> Interestingly I attempted to pump the primer bulb to keep it running but it is tight, unable to pump. Initially, is is soft and will work like it's supposed to, to prime the engine, but once the motor tries to start it is very tight. Checked hoses and didn't find any crimped.

honestly, its a complex engine. As boobie says, you can check for spark, but it sure sounds like low fuel pressure. You need to check pressure to get a sense of direction. Even a tire gauge might work in a pinch.
