110 Johnson Starter Question

Hey guys I just bought my first bought its a 90 bass tracker with a 110 johnson outboard. I noticed when I bought the boat that the starter drive gear was a little worn on top but the flywheel looked mint and it engaged perfectly with the starter. I was on the boat twice since I have got it but the second time the starter gear striped and wouldn't engage at all. I noticed one starter bolt was missing and the other two were loose. So I figure get a new gear and locktite the bolts and it would be perfect. Well I ended up getting a whole new starter because I got a good deal. I go to tighten it up and then I notice that there are no threads on the motor where the bolt was missing. Its just a hole nothing is there to thread a bolt into. I tried a smaller bolt in there but it just bottoms out. I tightened the other two bolts but they are on the same side of the motor, its on there tight and cannot move. My question is, is there supposed to be a 3rd starter mounting bolt?

I think there is supposed to be three mounting bolts. You could install a heli-coil to repair nthe threads.

its just weird because there are no threads to repair on the other two mounting spots the threads go all the way out and there aren't any on the third one,
