Working on this boat for a friend and the fuel pump wasn't working so we replaced it..same issue...there is no obstructions and filters new...now is there a rod the pump shaft rides on. From what I can see and feel it seems just to ride the cam lobe...any suggestions

No, the inline motor fuel pump rides directly on a cam lobe

Test from a portable tank. You could have pickup issues

Also check anti siphon valve on top of fuel tank they can get stuck

I got her pumping however the carb is now in question. Hardly any shot of gas so..
Rebuild time

There may be a stone type element in carb inlet might check that first of fuel contamination is an issue.

3.0 has a fuel filter on bowl on btm of pump
