07 mercury 50 hp cold start problem. Help anyone?

Got an 07 mercury 50 hp 2 stroke 3 cylinder outboard motor on bass tracker. Been problematic since i bought it brand new. Engine wont start up when cold without opening the throttle by pushing down the lever half way from the drivers seat. I just replaced the filter , primer bulb, new fuel hose , rebuilt pump , set timing for idle and WOT. NEW CORRECT PLUGS. Once its warm it fires back up if shut off. I have not messed with carbs yet. But the butterfly's all look the same. The choke is an electric solenoid that looks like it sprays a mist to the carbs ????? Anyone got any ideas or know someone i can talk to ? Runs fine once started. Thanks in advance for any help !!

Are you pushing the key in and holding it in while cranking it over ?

We was not pushing it in and holding it in. We was pushing it in and heard the click ao we let it go. Was unaware that you needed to keep it pushed in while cranking.
