05 Honda 90 HP carbs flooding

Starts right up cold using fast idle lever. Takes a while to warm up. When fast idle lever is lowered to shift into gear, engine dies. Trying to restart results in flooding of 3 of the four cylinders. It floods so much that you can smell gas and it streams out of a small spout on the bottom of the plastic cover just in front of the carbs. Also, when warmed up water exits a small plug above the carb that has a disc pressed in but a drain slot in the side of the plug hole. It looks like a freeze plug but with the slot in the holder it can not be water tight, at least that's what it looks like to me.

Any help would be appreciated. Bonus points for correct answers.

PS. Previous owner included a work order for $2,000 worth of various engine work including working on the carbs. Unfortunately that mechanic is 1,000 miles away

If the engine is cold, getting it to idle may require occasional momentary use of the choke for a minute or 2 to keep it running. That's normal

The restart thing you have going on would pretty much indicate the carbs are due to be cleaned. This is very often caused by lack of proper care prior to storage.

There should be no water coming from anywhere above the carbs under any circumstances. Further help there will require pics. The only thing I can think of might be a water pressure tap has been installed for use with a dashboard mounted water pressure gauge that's used to monitor water pump condition. If the hose came off the water pressure tap, that would produce a steady stream of water.

Can you keep priming the fuel bulb continuously without stopping till firm ?
