03 mercury 60hp hard start, blue smoke

Recently picked up a pontoon with a 60hp mercury 2 stroke. Doesn't matter if it's warmed up or cold it's a pain to start. Have to throttle it up around 75% to get it to start. Won't even sputter if I don't. Once it starts I get lot's of blue smoke out the exhaust and seems to be spitting out more oil then I remember other boats doing. The ground is an oily mess. I have to let it run throttled up for quite a while. Not sure what rpm it's running but it's much lower than what it normally would be at that throttle Eventually it will start revving higher and I can slowly start cutting back the throttle. Once I can get it to idle it runs great. If I shut it off and try to restart it's the same process. Plugs are good, I pulled the carbs and cleaned them out. Retimed the carbs. Not sure what to do next.
It kinda seems to me like it's dumping way to much oil in at startup and it takes a little bit for it to burn it off.

Are you pushing the key in and holding it in while cranking to start it ?

Yes, doesn't seem to make a difference. Also I could be wrong but I wouldn't think the choke would be needed once it's warmed up

I just verified the enrichment valve is getting power with the key pushed and it does work since since I tried pushing the bottom on it with it running and it stalled. After some more reading I'm wondering if it's possibly the check valve in the oil line right before it tees into the fuel. Sounds like that leaking might cause similar issues?
