02, 30 merc 4 stroke, bogging !

Hi , we have a 30 4 stroke merc that boggs when you try to accelerate. If you hit it it stalls and even if you feather it it will not rev out. We have removed the carbs and cleaned them but there was no change. It idols a little rough as awell.
Any adivce would be welcome.

Hi again, it also runs a little rough at low RPS as well as idol.
