does not seem to do anything, button seems to engage, but i am unable to advance the trottle handle. handle is stuck in straight up neutral position. i cannot increase idle speed when in neutral. when out of neutral i seem to have no problem. first boat, first season out, first problem! any suggestions. <br />thanks!<br />matt
