00 Honda 15hp question

Hi all new here, I have a Honda 15 and when i close choke and throttle up nothing happens. When I put it into gear it works just fine?? Any idea if it's built like that or I have an issue?

It will only rev a small amount in neutral or reverse.
In forward you will get full throttle.
