‘06 Mercury F9.9 EL

Engine starts crisp, idles smoothly yet will only tach out a 2000-2200 rpms.
Do these little four strokers have some form of rev limiter or “get home” feature ?
and if so, is there a reset procedure or some way to locate the problem?
