Engine model E5ELC1G, Serial #0001074 won't always shift into forward, w/ or w/out shifting cable. Shift lever on engine won't move out of neutral position although it can be "forced" forward a little bit against gradually increasing resistance. Recently repaired lower unit ($772.00 in parts)...
