    only runs with key in the wrong position

    1988 omc cobra outdrive is what i have. Above the prop and bolted directely under my hydrofoil is a small adjuster is what it looks like. it sticks down about 3 inches, it has a arrow on it that points to numbers 1-5 what could this be used for? is it like a steering alignment?
