I have a older 1976 mercury 200 20hp mid and lower in which I am mounting a 18hp Briggs vangaurd to. I figured out a while back about the gear ratio problem. If anyone is unsure about the issue the Briggs 18hp max stock rpm is 3600rpm to make ~18hp~
