Brand new 1999 Tohatsu 3.5hp put into service just the other day using recommended 25:1 break-in mixture. Started fairly easy, but would not idle down after prolonged warmup without stalling. Only way to keep it running was with slightly closed choke, but rpm's apparently too high to put in gear...
