Been having this problem for a couple of years now. Took it to a couple of good repair shops and they can not find out the problem. The valves are adjusted every year by the shops and the last 2 years the carb was cleaned. The motor runs fine between 800 and 1000 rpm and it runs fine at 1300 rpm...
