This was given to me maybe as a joke. But the thing runs and starts fine. It will not rev up. It goes from 3 to 4000 RPMs and then just dies. Also the plugs foul out. I do engine work but do not have a clue on this . Any Idias. I have new gas and gas condioner. Have taken off the fuel filter...
