My Tohatsu 90 2 stroke, splutters a bit on idle but will rev to 4k - 5k revs, but under load will only go to 2k revs. I have had the carbs off and thoroughly cleaned them. Fuel pump diaphram replaced. New plugs. Compression test looks normal. New Fuel tank, new primer bulb. A friend mentioned...
