    95 evinrude 25 hp power serge at top speed

    got a 95 evi 25hp at med throttle it runs good.at full throttle it surges from high speed then to low speed and back again ?? any ideas where to start looking??thx

    runs fine at low speed and in gear.but when i open it up to full throttle it surges from hi to low just at hi speeds?? any ideas??thx
