    73 johnson will not reach full rpms in water

    need help anybody ever have this problem, on land with the earmuffs attached the motor will rev all the way up but once in water it will only reach about 1200 to 1800 rpms, it will occasionally hit up to about 2100 rpms..thanks all tnkc
