    Burning up shifting coils

    I have a 1970 model 60Hp Evinrude and I've already burned up three neutral coils. what I've found out so far is that when I turn on my key, I have 12 volts going to it.When I start it up, I get approximately 60+ volts and even more when I open up the throttle.Can anyone tell me whats wrong?Thanks.
