I have never owned a boat and have a very limited budget. I have agreed on an '86 4Winns. It is 19' w/ open bow and has 185 Mercruiser. He listed it at $3000. I've looked at the boat, even though I have no idea what to look for, and it seems to be in average to slightly above average...
