    2001 40 hp mercury #1 cylinder wont Fire

    Had an issue with my 40 hp mercury 2 stoke it wouldn't get over 2200 rpm on water. Rebuild carb and fuel pump and line and fixtures. No help. Noticed top plug wasn't getting warm.. tested and no spark. Switched # 1 & #2 cdm and got same result so figured cdms are good. Any ideas.
