I'm looking to buy a used boat it has a 1991 120 evinrude. Boat seams to be priced to sell has great compression and leak down. The question I have is at WOT after 20-30 seconds there is a power surge, it doesn't kill the motor it just surges. I wondering if this could be just a dirty fuel issue...
